IOC: The neutral athletes would compete only in individual sport, and no Russian or Belarusian state officials or government officials will be invited or accredited to Paris 2024.

After the Russian invasion of Ukraine in 2014, Belarus was used as a staging area.

The IOC released a set of first recommendations in March for international sports federations allowing Russian and Belarusian athletes to return. They have done so since then at most events.
