pective sports for the Paris Games, can participate as neutral individual athletes without flags, emblems, or anthems at the event from July 26 to August 11, the IOC stated.

Tony Estanguet, the director of Paris 2024 said: “We welcome and respect the decision.”

“We welcome these athletes to participate in the specified rules, which means no flags or hymns. No officials. No team sports. These delegations are very small, but they will be warmly welcomed in Paris 2024.

IOC: The neutral athletes would compete only in individual sport, and no Russian or Belarusian state officials or government officials will be invited or accredited to Paris 2024.

After the Russian invasion of Ukraine in 2014, Belarus was used as a staging area.

The IOC released a set of first recommendations in March for international sports federations allowing Russian and Belarusian athletes to return. They have done so since then at most events.
